The Need

• Too many Victoria residents still lack a family doctor or regular primary care provider.
• Limited access delays treatment and increases pressure on urgent-care centres and hospital emergency departments.

The Plan

• Establish a team-based Victoria Community Medical Centre with municipal support, provincial participation and an independent health care operator.
• Add new primary care capacity without replacing Island Health, private practices or existing community health centres.
• Open in phases and expand as physicians and other health professionals are recruited.

Potential Results

• Recruit up to eight family physicians and one or two nurse practitioners.
• Support approximately 18–22 clinical, administrative and support positions.
• Connect approximately 8,000–10,000 residents with ongoing primary care.
• Provide potential capacity for 40,000–50,000 patient visits annually.

How It Would Work

• Physicians, nurses, pharmacists, mental health clinicians and social workers would provide coordinated care.
• Unattached residents would be connected fairly through the provincial Health Connect Registry.
• An independent operator would manage staffing, scheduling, billing and daily operations.

The City’s Role

• Help secure premises, facilitate approvals and permits, and provide defined startup support.
• Bring together the Province, Island Health, physicians and an experienced operating partner.
• Set performance expectations while leaving all clinical decisions to qualified health care professionals.

Public Accountability

• Publicly report staffing, patient attachments, visits, wait times, satisfaction, costs and funding.
• Use evidence-informed targets validated through a detailed business case and agreements with health care partners.
