Greater Victoria has been debating rapid transit for decades. As congestion grows and the West Shore continues to expand, the question is increasingly not whether we need better regional transit, but what we should build, when we should build it and how much taxpayers should be asked to pay.
We already have a strong starting point. Route 95 Blink RapidBus connects downtown Victoria with Langford and now carries more than 11,000 daily boardings. BC Transit says transit-priority improvements have cut travel times by as much as 20 minutes. That is meaningful progress.
But RapidBus should not automatically be the final answer. Victoria has studied light rail before. In 2011, BC Transit estimated that a light-rail line from downtown Victoria to Station Avenue in the West Shore would cost $950 million in 2010 dollars. The comparable Bus Rapid Transit option was estimated at $520 million. BC Transit concluded at the time that BRT offered good value in the shorter term but could eventually reach capacity, while LRT provided greater long-term passenger capacity.
Fifteen years later, we should neither dust off that old rail proposal and build it unquestioningly nor use its price tag as a reason to dismiss rail forever. Greater Victoria has changed. The region has added more than 50,000 people since the last regional transit plan, housing density is increasing around transit corridors, and Route 95 has demonstrated that there is real demand for fast West Shore-to-Victoria transit.
The responsible approach is a staged one.
First, finish the RapidBus system properly. That means giving buses consistent priority where congestion slows them down, improving stations and transfers, using signal priority, and maintaining frequent and reliable service. A bus carrying dozens of passengers should not routinely sit in the same traffic queue as single-occupant cars.
Second, protect the corridor for future rail. Road reconstruction, utility projects and new development should be planned so that we do not accidentally make a future LRT line vastly more expensive or physically impossible.
Third, establish objective triggers for light rail. Instead of arguing about rail as an ideological choice, we should identify the numbers that would justify it: peak passenger volumes, sustained ridership growth, overcrowding, bus frequency, travel-time reliability and the point at which adding more buses becomes inefficient.
Fourth, update the business case. The 2011 study is useful history, not a 2026 budget. A modern study should compare a completed BRT system with LRT using today’s construction costs, population forecasts, land-use plans, travel patterns and available federal and provincial funding.
A present-day LRT system could plausibly cost well over $1 billion and potentially around $1.5-$2.5 billion depending on its design and scope. But that is only an order-of-magnitude planning range. Before any politician promises a rail system, or rejects one on cost grounds, residents deserve a current engineering estimate showing what would actually be built and who would pay.
The funding question is crucial. A project of this scale cannot reasonably be treated as a City of Victoria project. It would be a regional and provincial transportation investment requiring substantial senior government participation. The business case must show the federal share, provincial share, regional share, annual operating cost and taxpayer exposure if the project exceeds budget.
The goal should not be to build trains because trains are attractive, or to keep buses forever because they are cheaper. The goal is to move more people reliably, reduce congestion, support housing and economic growth, and obtain the best long-term value for taxpayers.
BC Transit is now finalizing a new regional transit plan that will guide Greater Victoria toward 2050. This is the right time to put the RapidBus-versus-LRT question back on the table, not as a promise to spend billions, but as a disciplined planning exercise.
My preferred approach is straightforward: build the best RapidBus system we can now, preserve the option for light rail, and let measurable ridership, capacity, cost and benefits determine when, or whether, the region should make the transition.
That gives commuters improvements now while protecting Victoria’s ability to make a larger investment when the evidence shows it is justified.
